There are a lot of different platforms out there which support activity across the spectrum of  PPRR.    Some focus on particular disasters whereas others are more general in nature.     some are open source platforms and a lot are commercial applications.   I guess it depends on the type of organisation you are working for and your particular needs.   You might be interested in exploring the attached links.

I'll explore the links you have suggested, and as soon as I get an opinion I'll share with you.

As I said before we have been working with natural disaster management. So far, we could develop a completely new theoretical model essentially based on Command and Control.

Our main focus is the Response phase. However, we have struggled to develop a model which were sustainable in the other three phases.

The next step is to develop an ad hoc software to match the Brazilian necessities and reality.

These prevailing command and control system will help you to define your user requirements. Also an examination of historic incidents can also help to understand some of the user requirements that are missing from current systems.

Regarding your interest on the Response phase of an MCI, I developed a software package (mobile + web) with a lot of features, very easy to use for the actual people at the scene as well as remotely, using their own devices. It supports triage, treatment, evacuation, transport data, available capacities for resources in use, video transmissions and many others.
