Our research group is developing a stakeholders' opinion-based assessment method. Does anyone know a new and effective way to collect stakeholders' opinions (such as the Delphi method )?
Galym Tokazhanov , in todays world where the internet gives you suggested ads, sales pitches and random information, could you set up a link to a survey? I think developing an app linked to these means to advertise it would be another creative way to gather information.
In my social science endeavors, it appears that incentives (such as pay) seem to be a great way to collect data. If you need money for such an incentive, I think there are several grant opportunities if your effort can be communicated in a convincing and effective fashion with needed outcomes.
I've been working with a theatre company to develop a performance based method to collect stakeholder opinion on planning and development issues. Its not suitable for every situation but if you are intersted in SD it is relevant. I would also recommend looking at other creative practice methods such as this in your research. The method draws heavily on Augusto Boal's work on Legislative Theatre and if this approach is of interest I would recommend looking at Augusto's work as well.

It totally depends on the area being studied. For example, you can not use links and applications in communities that are not advanced. You should use focus group discussions (FGDs) and telephone calls or other research methods in those areas that do not require literacy and technology.
So, the answer to your question can be very different due to location.
Participant observation, a method often applied in ethnographic research, provides a means to get an in-depth understanding of local, social, environmental (whatever topic you are involved in) processes, opinions and experiences. It is, depending on the skills of the researcher, a very effective method, nevertheless it is like many other effective methods also very time-consuming.
