During emergency cases, it is illegal for hospitals to reject any patient due to this patient's lack of budget for the treatment.
One can measure whether or not the hospital is doing its best to avoid this in a number of ways. (Example: awareness of staff, copies of law in hospital reception desks & waiting rooms etc., lack of "no bill, no treatment" rule in hospital's policy.)
However, is there any specific already-made measures to cover all of the examples mentioned? Like a questionnaire, maybe? I am quite stuck.
