I have made a concrete mix with partial replacement of fine aggregates with sludge powder(10-30 percent replacement). I have facing some problems like, Water cement ratio is very high, even i have used high range water reducers. delayed in setting time is there. Can anyone give a suggestions, how to overcome the issues.

I faced similar problem to yours in my research of nanomaterials into cement mixes.
A few suggestions:
1. Reduce the amount of fine aggregates
2. Reduce the amount of sludge powder.
3. Sieve the sludge powder to remove the fine particles.
