As you are looking for a "system" not just an amplifier, BioPac Systems Inc. has quite reasonable MP systems and Acknowledge software. Also they have "stackable" components to their 16 channel acquisition system so that you can add more later if you need additional components. Their amplifiers which can be used for ECG can also easily be adapted for blood pressure measurements.

An alternative is the ADInstruments Powerlab. Also modular and adaptable. A little more expensive, but equally reliable.

I have both - in use for different applications in different locations.
