I would like to incorporate the calculation of the inelastic response spectra into some calculations and I would like to program it in MATLAB. All the references i've found are not clear enough about the steps to follow during the process. Thanks in advance.

I don't know if you already read the paper from Prof. Carr. I'm attaching it to the answer. Unfortunately it is not an open code but you can check Seismosignal (http://www.seismosoft.com/en/SeismoSignal.aspx) able to generate constant-ductility inelastic response spectra. Good luck.
