Totally agree with Andrey Porokhnyuk , it is a huge request, few specialized companies are dedicated for such precious instruments !
You can buy a student VNA demo kit from minicircuits if you need something to get you started.
It requires a good team of RF engineers, technicians, VLSI engineers, etc. Moreover, they must work for couple of months. Then it is possible.

Malcolm, seems Pakistani students do not have sense of politeness. Well, outcast countries also practice internet trolling on all possible topics. I know it as Russian - in 2003 it started with flooding IT related forums - they were practicing. Now they flood the whole Internet, even invaded American sphere of communication.
