It's very strange because on the page of journal is information about ISI Base. In ISI base I can not find it. ISSN: 1479-2931?
Just check for "International Journal of Geotechnical Earthquake Engineering" under IGI publisher. Its review process is very fast.

Just a word of caution-
Your credibility is only as good as the journal you publish in, so be careful. The Transportation Research Record is very hard to get published, as many articles submitted are presented at the Annual Meeting of the Transportation Research Board but never published in the TRR. If you have an opportunity to attend the TRB Annual Meeting, I highly recommend it, as it is a great way to network and get your name out there. I have been attending since 1989 and it is the one conference I try to attend every year.
