Honestly, I don't know that even CCG would have a copy as pdf. Last time I actually had my hands on a MOE CD, even on the disk the manual was in html format. And you can access that for free on the web already, in the most recent version.
That being said, apparently Adobe Acrobat will scrape an entire website and create a pdf. If you have that, or know somebody who does, that could get you a pdf document of the manual. Instructions here:
