One article mentions that an Fe-Cr spinel (Fe,Cr)3O4 layer may form under the surface, in addition to the hematite (Fe2O3) or magnetite (Fe3O4) layers, depending on the oxygen concentration. The heat resistant steels used for supercritical boiler applications usually have high chromium contents.
