I was approached by this publisher about a year back asking for any ready manuscript. When informed in affirmative, they requested a copy, which was duly sent by my co-author. After more than an year they inform that they can publish it only if we pay money to them, which was not a condition earlier. I consider this an unethical practice, do you.
