الدساتير، هي قواعد منظمة للسلوك في كافة مجالات الحياة

وهي تحتاج الى سلطة جزاء انسانية وعادلة

ومؤسسات تضمن تطبيق هذه القواعد، وتكون لديها السلطة في توقيع الجزاء على الخالفين.

الخلاصة: الدساتير غالبا ما تكون رشيدة. لكن المشكلة تبقى في عالمنا العربي، في أن السلطة الحاكمة تتفنن في تعطيل بعض القواعد الدستورية لمصالح النخبة الحاكمة

The constitution is supposed to protect the rights of the people and guarantee them, but the constitution may be written by non-security and becomes a means of the ruler to put him in his interest.
