Untill today, the founding of reaserch and development projects faces many administratives procedures (internal and external) but the emergence of the COVID19 sanitary crisis demonstrates the need of other ways to enable the reaserchers spend more time in reaserch than in managing the projects.

In my sense, the political economics of research is not separate from the vested interests of politicians. If they decide not to do research for self-interest, they will not do it. For instance, if doing research entails losing goods import revenues, they would rather gain money than do the right things for the national and international communities. So, I don't really think that the way will be smoothly paved for research procedures.
Yeah. Absolutely it will affect. According to my point of view most probably in an optimistic manner.I like to discuss this issue with relation to Srilanka. Srilanka is a country allocating less than 1% of its GDP for research and innovations. But due to this in-situ pandemic it has risen to 1%.
