One of the ways to develop and support the agriculture is to ensure biodiversity and ecological stability of the territory. Therefore, the allocation of finance for environmental projects is natural.
Along with the funds, a lot of knowledge gets delivered and has a very positive impact.
One should make clear to himself/herself and to everyone what is the meaning of rural development.
For many, and during many years, rural development is the development of the agriculture there. And it is the contrary of what is necessary for rural development.
Rural areas in many want to be developed countries have majority of the population. Most of them are employed in very low yielding farming. The annual net income of this population is hardly enough to survive.
Developing agriculture means that it should be modernized. In most cases the development brings the farming from labor intensive economy to capital intensive economy. Most traditional farmers are unapt to encounter the difficulties of this modern development and only minority of them remained in modern farming where capital replace labor.
The outcome of this situation is the rural exodus since people are looking for remunerating employment without being able to find one. Many of them continue to live in an underemployment situation in the framework of the traditional rural society where the extended family continues to support these unproductive components, and it comes on the account of the elements who have successfully integrated into the modern agricultural production.
This is a vicious circle of poverty and failing development, when the efforts are centered on only development of farming.
My proposals are: development of Non-Agricultural Employment NAE. Development of the rural areas in an comprehensive approach which introduces in rural areas the employment in all spheres in the rural areas.
