Recent reports clearly indicate that more than 70% of cancer cases, are caused by the bad habits. Those bad habits contain prominently alcohol consumption, tobacco and other things. But some governments are not implicating any legalized prevention in sailing/ procurement of these consumption which clearly indicate their irresponsibility to the mankind and incline towards in achieving the economic reinforcement at the cost of their native countrymen health. Rather every year they are celebrating cancer day and spent so much money on those events. So really they need to celebrate the cancer day rather its better to amend certain laws against these things consumption.
Everbody is responsible for himself / herself and everyone has the choice to consume alcohol or tobacco or not. More laws just hinder that one carries one's life in one's own hands and would not change anything.
And I would like to see serious reports supporting your claim that 70% of cancer cases, are caused by bad habits; may be this is also just some kind of propaganda...

@ thanks rohan for answering, but my question is in the direction where the governments spent so much money on these cancer programmes. Though it is clearly evident by certain reports of higher incidences of head and neck cancer in smokers and alcoholic patients. Therefore I think those governments must need to amend certain rule for the consumption of these goods which can cause cancer.
To my personal opinion one should keep in mind that cancer is – first of all - a disease of the elderly in aging societies (e.g., (Ershler 2003)). No one would reasonably forbid people to get older…
Second it´s perhaps a question of ´political philosophy´and the role a government should have – and should not have. In a free democratic basic order the balance of intervention possibilities by the government and the free choice of individual lifestyle is – amongst others – a question of (political) culture, socioeconomic background and time. As we know from history all kinds of “prohibition” more or less failed, at least in non-authoritarian environments. In liberal societies it´s - nolens volens - the individual right of people to be unreasonable in the perception of other people… If one wants to set rules one should also question why focusing “only” on drugs… We could also focus on fatty foods, obesity, lack of exercise, chronic distress, bad relationships etc.… Do we really want to get all these issues regulated by “Uncle Sam”?!
Third, education, education and education, starting at its best in our children, in kindergarten and schools, is the long way to help people to find the right decision for their individual life…
