When officials accumulate capital through bribery, deceit, and out and out thievery and then expatriate their hard earned capital while at the same time avoiding imprisonment, it is called “capital flight” as in fleeing from capital punishment. In regards your question, there are several literature you can find on capital flight here on research gate or other popular search engines but i could suggest you use panel data for your analysis where you compare several emerging countries' capital outflow with their GDP and Per Capita income over 20 years to get a richer analysis of the issue.

The economic literature has documented that a high level of capital flight affects domestic resource mobilization and development. However, some aspects of the effects of capital flight have not been adequately explored.
The flight of capital has had negative effects on emerging economies, affecting economic certainty and its main macroeconomic variables such as: exchange rate, investment, inflation. It is speculative capital which seeks high profits in the short term. In some countries it has provoked political crises.

Its interesting because They investigate the effects of capital flow in one of the major emerging economies Brazil, covering (1996-2015) on a monthly basis.
