I find many references and projects in "Emotional Education" in schools, some actually focus on empathy, but rarely assessments of efficacy. I am looking for projects that work with parents, their methods and measures, and with children at a much younger age than the typical Emotional Education class.

PCIT is one project. Also, Professor Mark Dadds at UNSW and Dr Jennifer Allen at IOE are doing some projects on empathy training and emotional engagement with children as young as 3 years. See http://www.controlled-trials.com/ISRCTN62822052. Also, look at their recent papers.
I have a suggestion from out in right field: in interacting with my preschool grandchildren, I find that classical music like Prokofiev´s "Peter and the Wolf" or Saint-Saens´s "Carnival of the Animals," allowing for much mimesis on the part of both parent and child, builds empathy. The proof of success is the timelessness of such children´s compositions.
