There are many programs for conducting item analysis. However, the only free program I could find was the Lertap Software, which is Excel-based. The issue with Lertap is how its light version is limited to processing scores of less than 100 participants.

The answer depends on what kinds of item analysis you intend to run.
Cristian Ramos-Vera gives you some starting possibilities, but the free work-alike to SPSS (which isn't free), PSPP, does include a reliability subprogram that mimics what base SPSS offers. Overall, note that the (free) R system offers a wider range of libraries than any other statistical/data analysis package I know of: https://cran.r-project.org/
