I’m planning to treat a highly contaminated petroleum refinery or petrochemical effluents with recalcitrant or refractory compounds.
I would like to work on a project focused on the Combined chemical oxidation and biological treatment.
The chemical process would be used as a pre-treatment in order to enhance the biodegradability index (BOD5/COD) of wastewater.
Any prospective leads and suggestions would be highly appreciated.

The choice of the most suitable treatment technique depends upon pollutant concentration. When free phase of products is present, the first step should be physical treatment followed by.............. It depends upon quality of pollutants present in the effluent.

So, as Vit suggested,
first of all think about plate separators and flotation. After that stage about flocculation/coagulation.
At the end the water phase can be treated by AOPs.
Remember, that in most of refinery WWT plants the AOPs are not used end the water phase is treated by biological processes.

we have had some very good success by passing the waste water through activated carbon which normally removes all of the recalcitrant COD from the waste water. We then regenerate the activated carbon by using steam. The effluent from the regeneration process is then sent to an Aquacritox hydrothermal oxidation plant where the recalcitrant compounds are completely oxidised to carbon dioxide and water.
