I have no idea about it. But one thing the EU had was the worst-case scenario to avoid the covid outbreak. State institutions, public policy and economies do not handle it quickly. People socio-economic condition is not much good. People are trying so new economies insensitive if the EU did not handle effectively it might be configured into crisis.

Croatian government just recently announced financial support of about 20000 Euro for emigrants returning to Croatia. Some 10 years ago we had secured housing for emigrant scientists returning to Croatia.

In the Republic of Northern Macedonia, I have not heard of anyone who has left, especially a young educated staff, returning to the country.
