Hi, I would like to measure public servants' propensity to share tacit/explicit knowledge on the social media. I would appreciate if you could recommend a widely used scale for measuring propensity or tendency to share such knowledge.
Measuring the propensity to share knowledge will not yield much value if the exercise does not also consider the environment that conduces or fails to conduce knowledge sharing. In 2009, ADB conceptualized a learning organization model to gauge four important factors that drive that.
