I am planning to write a book titled "Public Policy For Happy People: Beyond Happy Cows" in which i would like to argue that the normative basis of public policy must be "happiness" rather than "GDP". This is in line with current debates about anti-gdp movement (although happiness) and rising happiness/quality of life/life satisfaction indices. However, i am disturbed by the fact that when the governments want to make their citizens happy, it is mostly because to make them more productive (if they are not concerned about upcoming elections). Is there any studies which you can reccomend that deals with happinness as a policy goal, and in specific, a study which concentrates on happiness as an end in itself rather than an instrument to increase productivity.
