I'm undergraduate student. Currently I working in DEA paper to evaluate local performance efficiency. I'm considering the BCC-input oriented and possibly extend it to two-stage DEA model. I want to evaluate about 30-40 local government.

As who still learning DEA, I would be grateful for any recommendations, particulary in:

1. Which DEA software is most suitable for public sector analysis?

2. Has anyone used R, what is the best package that I need to work on DEA?
