I recently had. I sent an article (together with a colleague) with a quantitative evaluation of indices. It has been rejected within only three days with two arguments:
1) the journal doesn't feature this subject
2) they won't find a referee for the peer review
We found out that the same journal published an article with a critic on indices in 2010 yet. The editor who wrote me is a professor at the same university we've been critizising for their unilateral and biased index by publishing the low standard deviation in the article.
Do you had similar experiences with "referenced" journals trying to avoid the publication of crititical research?

My friend Ivo Carneiro has a long experience of these editorial games! And trends that seek to impose certain ideological viewpoints. Fortunately, as Ivo says, we have today a variety of media channels that can be used to bypass such editorial monopolies.
I think the idea of unbiased "refereeing", whether for publications or proposals, is just that: an idea. Doubtless there are referees who are - or at least try to be - impartial, but I'm not sure they represent the norm. To me it seems there are "circles" of people, either from the same or interrelated institutions or affiliated through large research projects, and if you are not part of that particular circle, or are perceived to belong to another circle, you've already lost. You can go to any large conference and see those same group dynamics in action. It seems to be a sort of "tribalization", no more, no less.
