I think that the analogie with SEEDS is not very good for sociological event as corruption
I do not know exactly what the seeds of corruption are, but I will try to define them later. Nevertheless I'm absolutely certain that they are the same in all the countries of the world. If in the document about ICAR we changes the name of the institution and the country with a similar institution of a country chosen randomly we find exactly the same problem of corruption in a more or less serious form. However, there are "virtuous" countries in which corruption cases are immediately highlighted and reported to the competent authority which immediately oust the offenders. Instead, other countries applies the "code of silence", so they tries to conceal corruption (to avoid scandal) and the perpetrators are removed and destined to other more prestigious assignments. In my opinion, the seeds of corruption are all those micro-acts of macro-violence that consist in not respecting the basic rules of civil coexistence.
Dear Leonardo, it seems that seeds of corruption in human genome. So wheresoever humans claim civilized the genes get expressed.
There is a saying that says, "the flesh is weak and the temptations are many and great." The fact that "meat is weak" may perhaps be attributed to genetic factors and therefore it is difficult to strengthen it with education. What seems strange to me is that people who do not respect all norms and laws because they live in countries where the law is applied in a fairly mild manner when they move where all laws are strictly enforced they adapt immediately and become model citizens. That is why I believe that education at the respect of laws is of fundamental importance in order to prevent that the seeds of corruption will born and grow.
