Not necessarily that every University Professor should possess the knowledge of Instructional Design but every Professor should possess the skills of using computers, multi-media and other basics of e-learning content management systems.
In learning science, students need time for exploring, for making observations, for taking wrong turns, for testing ideas, for doing things over again; time for building things, collecting things, constructing models; time for learning whatever ; time for asking around, reading, and arguing; time for wrestling with unfamiliar and counterintuitive ideas and for coming to see the advantage in thinking in a different way. E-learning involves the learning modern techniques and evaluation, to ease both teacher work and the understanding student, with or without instructional design
My experience is that multimedia and e-learning is over-hyped. There is nothing like a good, inspiring discussion in class. Students learn and respond well if the teacher can build images through words and actions.
