Am searching for a stand-alone permanently in-ground soil-moisture sensor with an installed GSM module, for outdoor use. The idea is for the sensor to send a moisture reading via a cellphone text message so that it can be received by another GSM module connected to some other device. Have searched for quite a while with no luck. Units found are not stand-alone, being part of a proprietary fee-based cloud system that incurs continuing costs, besides the cost of individual messages. It is possible to build what I am looking for from parts but those are meant for indoor use, not outdoor. Would very much appreciate hearing your insights on sourcing a suitable device.

There are wireless sensor nodes which are mostly consisting of the intended sensors, humidity, temperature, and pressure in addition to a microcontroller
and a wireless communication module. This module can be the GSM module to transmit the concentrated data to a mobile phone as SMS messages from time to time.
There are already Arduino microcontroller kits which can be easily equipped with the intended sensor and wireless communication module.

The Arduino and Pi kits I see are for indoor use, not outdoor permanent installations. If there is an outdoor kit, I'd sure like to know a source.
The wireless systems I see depend on a proprietary cloud system that incurs a monthly fee, besides fees for individual messages.
As it stands, I can get a Watermark 200S sensor and associated components but that has to be powered for long-term use. That is a possibility but specific low-power electronics would be better.
