Dear they accept. Search for your journal using the abstract and the title of your work and get the journal.
A survey paper is longer than a usual article, so in order to have a chance you probably need to have a quite good track record of papers: unfamiliar authors will probably not be accepted - the editor will of course browse the internet for your previous work.

ACM CSUR (ACM Computing Surveys) accept surveys and reviews, it is a SCI(E) indexed journal. Also a world famous journal in Computing.

The papers are generally longer in case of surveys, ACM allows 35 pages paper limit for print version with a flexibility of 2 more pages. The online version may be longer than that. The survey papers should be well organized, comprehensive and systematic in order to get accepted.
