When a researcher wishes to publish an article, the researcher has to find a novelty of the work, test the proposal and write these in an article in English. The reviewer checks all of these. The reviewer and the editor takes decisions verifying many issues of the article. They check whether the article contains more of less novelty. They also check the experiments and results. The writing skills is another parameter, that the reviewer checks. Do these contribute equally in motivating a reviewer?
