When a researcher wishes to publish an article, the researcher has to find a novelty of the work, test the proposal and write these in an article in English. The reviewer checks all of these. The reviewer and the editor takes decisions verifying many issues of the article. They check whether the article contains more of less novelty. They also check the experiments and results. The writing skills is another parameter, that the reviewer checks. Do these contribute equally in motivating a reviewer?
Yes all these do matter, it is the novelty that will help you get the paper cited and researchers will try to compare papers
Writing skills is another aspect as it will help the readers get a better idea and if the words are not well arranged, reader would find it difficult to understand and eventually boring as well.
Not every research article has to report a novel finding. Your focus should be on this question: Does my paper add anything to existing literature or is it a "me too" paper? It could about disproving long-held theories or providing more evidence supporting radical ones. It could about some flaws you discover in existing practice or diagnostic approach. It could even be about negative findings! So, novelty is an overrated concept in reporting research: It would be great if it were present, but it is not an absolute must.
