Most material on the Internet is protected by copyright whether or not a copyright notice is displayed.
It depends for what purpose you use this material: for instance, you can cite a paper without asking the publisher's permission, but if you wish to copy-paste a table or a figure (or lots of text) from a journal or a book to your own journal or book article, then you have to ask for the publisher's permission.
Entries in some websites are invlalid and open to annonymous without control on the accuracy of infowmation. I believe you need to obtain permission to use material posted on a website, becuse the majority of this material is protected by copyright.
Depends in the use. For academic purpose, you only need to reference the source. It is worth noting that not all the information on the web can be confirmed. So thread carefully.
I agree with the Adewale Edun view. I think you only need to cite the reference.
