Some RG members have stated their opinion that computers cannot and perhaps even should not replace teachers. My question is more scientifically based because it asks for knowledge, i.e., about what you know, not your opinion. Responding to this question, even with just a "yes" or a "no" answer, may require some research.
Nancy, I don't see why not. There are many online degree programs available, for any location. In other words, not just for "your city," but for any city.
For example, just to be sure, I checked whether the University of Phoenix makes its programs available for students outside the US. Since they seem to have specialized in this sort of online degree program offering, I thought they probably did. But just to make sure, check this link:

It seems the answer should be yes. Assuming you have a decent Internet connection, of course. In this specific case, U of Phoenix, the link says that students from the EU cannot enroll, unless they are US citizens. But it seems that limitation only applies to EU countries. They give all the details about how to enroll, how your foreign scholastic credentials are evaluated, and so on.
Other universities in the US offer online degrees, and universities in other countries might also?
As shown by the answers to my question, online courses are not widely available to high school graduates, which is a good reason for considering the implications built into the question. The very first respondent confirms that implementation of online courses is in its infancy historically and globally. On the other hand, online courses are readily available in some corners of the world. Because classroom instruction taking place in schools requiring in-person enrollment and instruction administered by humans, men and women who hold standard and traditional teaching credentials, is currently the norm, worldwide, the idea of online courses with computers performing much of the work is innovative, even revolutionary and controversial. At this moment, I do not know of any scientific studies about whether (or not) online courses are worse, about equal or equivalent, or better. But this question was not intended to invite debate or argument, although your opinion(s) would certainly not be inappropriate! Best regards to all. Thanks for your answers.
