We have mind. We are made up of matter. Does matter have its own mind? Do electrons and protons, which are the building blocks of matter, have independent minds to decide the directionality of gyromagnetic effects?
So far there is no method to measure the mind - a necessary condition for any serious comparison. Obviously, everyone has sufficient understanding, because no one has ever complained about lack of understanding. Sometimes, we attribute a certain amount of understanding to other (more highly developed) beings, without defining exactly what we mean by this term. We usually believe that very simply built organisms such as bacteria or even atoms have no understanding. But we can not verify that. Maybe there is no mind at all?
Exactly this question has occupied me for a long time. Most likely, a specially organized material substratum such as a brain is an indispensable prerequisite for understanding. If this organization partially fails (because of accident or dementia), the mind is impaired. If the substrate (= the brain) does not work anymore (for example due to lack of energy), the mind also ends.
Can there be mind without material basis? I dont know. Conversely, the understanding seems to develop spontaneously if the blueprint stored in the egg cell is realized. In my opinion, understanding is not a property of the material but of the construction plan. Example flip-flop: A transistor has no memory. Two transistors that are properly connected and energized have a memory.
How many flipflops do you need until understanding can arise? Thousand or billions? Are 4 GigaBytes enough in my laptop? Is there a minimum energy to run a mind?
Back to your question: Can an electron have a mind without constant energy supply? I do not believe that.
