I have been attempting to create a conceptual framework for my dissertation and the struggle is monumental. Here is what I have found that does not work for me in understanding HOW to create a CF. I have read an untold number of articles, searched the internet, and read books about CF. I find that everyone gives explanations about why a CF is necessary for research etc., but NO ONE knows how to teach the actual creation of a CF. I have read examples of CF already written by other scholars but none of that has helped me to create my own. Hence, I am left wondering WHY???? can NOT one of the items I have read helped me with my learning how to craft a CF. It is so frustrating for me.

I would recommend seeing a conceptual framework as an extension of a concept or mind map, i.e. a visual representation of semantic knowledge. Thus one a approach to creating a conceptual framework is to identify the most important semantic constructs relating to your study then represent them visually.
Going the other way round you could look for examples of conceptual frameworks in studies similar to your own then turn them into semantic constructs and evaluate whether they make sense.
Would that fall under a grounded study? Are you trying to create a model? that would fall under a conceptual framework. You have not given enough information about your study to figure it out.

Also, from my own point of view, creating a conceptual framework for your work, starts from reading wide about the topic. What are the gaps in the literature that answered your objectives and questions? Having, identified that look for theory(ies) that also have a relation to what you are working on. Use different literature to decipher how to create your own from the available resources at your disposal. I believe following this step, you should be able to create your first conceptual framework.

Thank you all for your positive contribution to my question. I was able to write a conceptual framework by reviewing prior theories relevant to my studies and specifically stating how these theories are the foundation for my study. I had much confusion because I had never in any course been asked to write a CF.
Yes De Jesus, that is why advance programme like PhD thesis research is quite different. You are going to be expert in your field. You need to have a pre-knowledge of how a study is being carried out. I wish you all the best
Part of this question depends on what is meant by a conceptual framework. In some cases, this is simply your literature review, presenting the theoretical background readers need to know.
But a theoretical framework is often a graphic which puts the interaction of the elements in visual terms.
