What is the difference between static and frequency dependent Hyperpolarizability?

What one can conclude from the negative value of second order hyperpolarizability and what its significance?

Polarizability and hyperpolarizability are properties of the molecules in external electric field. Frequency dependent polarizabilities account for induced polarizability and hyperpolarizability upon pulsed laser irradiation.
