if you simply need to capture specimens of Pterois sp. to make a correct determination of the species you need a simple net (like the one used to catch butterflies) and / or a hand harpoon.
They are not technically advanced tools but very simple to make.
To make a homemade net, all you need is a long stick that acts as a handle, a few meters of wire and a couple of square meters of net (the fishing one is fine).
making a harpoon by hand is even simpler because you just need to attach a harpoon to the long stick that I used to connect to you (but also a kitchen fork) and you will have obtained your harpoon.
Where I come from, with these simple ingredients the kids build quite effective fishing tools. In fact, the Pteriois sp. they are quite static and easy to catch fish.
