Maybe you should ask at a university. In Germany students sometimes get such courses. So I be part of a scientific writing and also a scientific presentation course.
I also did the online course Stanford offered and it helped me a lot in terms of writing and editing scientific papers. You should try to give it a go if another opportunity comes up.
There are plenty of books on the issue that you should consider consulting. Additionally, if you are a student, you should discuss this matter with your advisor; he or she may be able for find a tutor for you.

Paper writing is a art. It is not require any training. Researcher should read interesting manuscripts of their subject, and try to find some new things which must be useful for the research community. Selection of research journal is also important. Reading of guide lines of journal is must. Before communication,send the manuscript for comments to experts of the subject ,is a good practice, This help to improve the quality of the paper.

Writing a scientific paper has to overcome many challenges; one of the biggest being the quality of the research itself. It is difficult (quite rightly) to publish poor quality research! Therefore, the research itself is an integral part of any scientific paper presenting new knowledge. Many sources of advice on scientific writing focus only on the nuts and bolts of the text itself. You can follow that advice to the letter and still get your manuscript rejected because of poor quality research. So, as well as following the advice given by posters above, make sure you also look at the quality of your research to ensure it reaches the standards expected by good-quality peer-reviewed international journals.
Wooooow - thanks for the links - actually for me it was the guidance given by my managers in my previous job, and my supervisors ... however, I believe no matter how many courses you would do, these might give you the principles but practice what makes a good writer - the more you practice the better...

Actually, I submitted my first paper but it was rejected so I am thinking to establish a journal club with a group of biologists from different majors and levels and in different places in the world to get more learning and training on how to write a high impact paper, to learn more about methods and how to do high quality research. But I want to with skilled writers that can offer a web course to my group.
Dear Brahim, there are several things you can do. Your idea of creating a writing club/group is very good. Try to bring together colleagues, students and faculty and develop some strategies to train the group. You can also contact people you might know in your field from professional associations or conferences and ask for help (even though people tend to be very busy).

However, there are other factors to consider to be published. The first one is the scope of a target journal. The second one is the political aspect of publishing; it relates to how closed a specific area of knowledge is. I mean, how easy or difficult is to be accepted in certain academic communities. Sometimes (often in the biomedical sciences) it is important to start publishing with somebody who has some prestige in a field and has been published in a specific journal.
When an article involves research, you need have a clean and coherent methodology. However, you do not learn that just from the books, as some colleagues have suggested. If you are a student, look for help from your professors. If you are a professor with not much research experience, try to make connections with colleagues worldwide.
I have used Prof. Mike Ashby's notes very useful when I gave lectures on writing engineering papers. All students in our engineering programs are advised to refer to these notes.

My supervisor asked me for literature survey and accordingly select and make aim to extend the work which must be globally interesting and attract masses. Perfection is also important. Further more, work presentation must be brief and easily understandable with great conclusions. mostly international journals demand some thing new, interesting and attractive. Every journal wants to publish extra ordinary work fast.
