I am thinking on the traditional aims of teaching and doing research. Even the "extension" activities, which are considered part of the mission of the universities in Latin America requiere knowledge of what is relevant for local/regional/national/global societies...

Dear Armando. According to the Humboldtian model of the university you are right- every university should be a storehouse of knowledge but according to the model of Senge I would suggest that only universities with the strong Third function (mission) could be analyzed as a kind of knowledge- based organization. I guess this is it the main concept of the prof. Leja's question and his hidden presupposition as well.
