In the structures concrete largely works to compression so there are no need to structural reinforcement. however, constructive reinforcements can be necessary. Under overloading  or extreme conditions (such as earthquake) structural reinforcements can be used.  In your design, because of the torsion and punching effect of deck load additional structural reinforcements should be used in reinforced concrete structure.
