I can answer regarding Brazil. Here the emphasis is on biofuels. For over a decade, all cars use either gas or biofuel. Smart cars have ben set aside, Next year, more progress is expected, but smart cars will recive no subsidies. Fracking is a part of some regional programs.

I still think that the lack of interest in smart cars is also its concentration on flex cars (gas and methanol). Look in google for fracking Brazil and you'll find it.
