Dear All, my question: "Does it make sense to focus the power on the e-Inclusion of 54+ people who have never used the computer or the Internet?" is baded on some opinions that people who have never used computer or the Internet will never be active part of smart city or smart community. Also, some has the opinin that they will never be a part of digital economy or digital society. What do you think? I will be grateful for any opinion or suggestion.
The 54+ makes relevant part of population in EU. In accordance with EUROSTAT database a lot of them are not digitaly literated. The digital economy and digital society is and has to be accessible to any person but person must have necesery e-skills to use e-services. The effects of investment in digital economy and digital society (public and other services) has to grow. One of way we can improve the effects is to focus on e-inclusion of 54+ that are not digitaly literated.

The question should really be “Can you provide a real value for 54+ citizens with e-service?”. If yes, than with the proper training, the service will be used.
The same stands for any citizens regardles of age. For example, do you think that digital natives will use any e-service that does not provide value for them?
On the other hand, I have seen many 60+ people that use free video communications services in order to contact their relatives abroad (the value provided make them more digitaly competent).

It depends of the type of service that will be offered to that people. Near me, I can see people in this age that is not so interested in technology, for them it sounds more like a new way of entertainment. But day by day they are being forced to use Internet and other types of technology. Much of this is because some governments services are being scheduled through Internet, sometimes, these services are completely done trough Internet. I feel that most people in this age can make use of that technology, but they are not confortable with that, because they avoid to use other type of services as bank or e-commerce, as much as they can. But, in another hand, there are some people in this age that is very confortable with that and are very strong users of that services, but nowadays, they are a minority yet. I believe it in change in next years, thus, in this moment, I think your question makes sense, but in 2028, may be it will not make sense.
My suggestion, If possible, I suggest two study groups (experienced and inexperienced users). If segmentation is not possible, document your assumptions and target user market. This topic is complex, segmentation will help validate your findings.
