Creativity has a deep link with internal & external environments. Sensitivity, Mental & Psychological, Physiological problems & disorders more than a common member of public can often observe into the people which are dealing with creative research work.  Internal environmental formation have deep down link with factors of external environmental surroundings. Creativity dose not dependent of internal brain environment all the time, as internal brain environment get influences / affected by external & surrounding social & material trends, culture and norms; as human have strong relation with surrounding feeds & foods via all kind of senses. So the Internal & External Environmental Matrix take part in rise up & low down the potential outcome for creative research persons & departments. One Possible Proposed Progressive Model (PPPM) can be sustainable creation of Scholarly Environment (SE) to maintain a balance between two. Further deep progress and compatibility is to cover up all edges of bell-graph rather than to focus on internal middle area of Bell.

Usually caretakers/policy makers do deals with the creative research persons & departments in very responsible, respectable & helping ways all around the globe but most of the time where Creative trends are under development, their it’s as according to their ranges of abilities, allowances, and understandings etc…. which might not be first hand direct knowledge due to none presence of direct communications lines and organizational operational SOPs etc kind of limitations. Sometimes both the sides put the energies, resources but not get results, probable reasons can be none-presence of paper base valuation/estimation as an official systems, none in-line approach, gaps between demanding directions and Supply directions etc.  If the gap at grow then outcome are lose of interests and loss to creativeness along wastage of time & resources along production of none pleasant feelings as well etc. What can be more progressive, accurate, in-line way to deal with such situation, persons, departments etc if we find them around us, by chance or by choice, & what can be more accommodative way with pin point use of energy & resources to elevate the Creativity Factor and make Creativity Resistance Factors at low toward Win/Win approach at all ends….? Do we need to know that what are the parameters of our social environment actually, factually and what are their effects / outcomes on surroundings specifically on creative research work…….? In which contest they are enhancing to creativity and in which contents they are making down the creativity, what will be ultimate future scenario for it etc?

Information & culture are better for creativity with control & conservation approach or creativity factor need free-will & open access to carry on / complete its natural progressive cycle?

In this contest here are few questions for deep down consideration & also to facilitate the Policy Makers to get more deep understandings in broader spectrum for both ends i.e. between creative research persons & surrounding environments.

1.      What is scholarly environment? What are parameters of scholarly environment? Why we need it?

2.      What is the difference between social, trend base surrounding environment and Scholarly Environment? Social and Academic trends along land base cultural related surrounding norms have some deep link with scholarly environment?

3.      What can be Scholarly Environment Index (SE-Index) to access, calculate and rate it?

4.      What is relationship between Scholarly Environment and Creative Research Work?

5.      Is scholarly environment can be consider VITAL parameters to describe & decide about education and work place institutions for creative research work & learning?

6.      Do Scholarly Environment Index (SEI or SE-Index) is needed to consider while ranking the research labs, departments, and educational institutes?

7.      What can be pros & cons of presence of High SE-Index or Low SE-Index in general and specifically with reference to progress, economic, creative learning etc.?

8.      How much in % the presence and none presence of Scholarly Environment cost to Research & Educational organizations, Do these institution have an idea of it?

9.      Do Educational & Research Institutions need to be evaluated for SE-Index and in future they need to place their ranking in SE-Index for general public and all applicants? Does SE-Index need to be part of Audit as well to ensure much better utilizations of funds, energy & resources?

10.   What can be the best model and approach toward creation, maintenance, sustainability etc of Scholarly Environment? How institution can rise up SE-Index?  What factors makes the SE-Index at low?
