Very important discussion because this can help us still now.

Firstly, the health authority of any country or territory can't can't take initiative without the decision of the Government.

At the beginning no country was aware of the fact that it can lead the to the present situation.

It could be protected at least when some countries were in a drastically bad situation. When Italy was in a extremely bad situation and many othe countries were was unaffected, that was the high time of all the countries to take a joint venture and take the decision of the health authorities to stop the spreading over to the other countries and help jointly by health authorities of all countries to stop the spreading in Italy and all other countries . But most of the countries took decision after being affected to an extent, which , if could be taken in proper time , I think , this world wide devastation could be prevented.

So far as I feel , it is not actually fault of the health authorities, rather , the administration could have taken the steps before being affected.
