Could anyone help publish an article i n journal indexed in Scopus or WoS with not higher impafactor is Ok for low price journals or for free. Thanks a lot for attention.

I think that you should send the article to a journal of your choice, and check first if it is indexed in Scopus or WoS. Your paper will go through a process of reviewing, and if it is found suitable for publication, then it will be published in a relevant journal. but basically, you are following this process by yourself.

Some national or local journals have policies of non profit overall. But usually they are not included in English/American idexes usually. I do not believe in a science valued for its economic benefit because then the rich people would be the best scientists which is an absurd.
I think ,first must be check the indexing journal before sent article ,then after that select the suitable for your specialist .
