Could good leadership in organisations whether public or private lift ethical standards higher to act as example for employees?
Yes I think good leadership manifested in good actions / examples by public / private organizations' leaders can improve ethical standards among employees. Reason being employees will meet / comply to the ethical standards not merely based on the words of mouth from the leaders but also evaluating how those leaders are demonstrating their leadership based on practical actions / examples.
However, think leaders' leading by example is not the only contributor for higher ethical standards among employees. Other contributors / factors influencing employees' ethical standards include: employees' moral philosophy e.g. Kantianism, Utilitarianism etc., ethical climate / culture within the organization / department etc., employees' job satisfaction etc.
Leaders are born & not made .True leadership both in public & private sector call for higher ,integrated approach by keeping the entire employees in the mind so that they can learn from the management & guideline from leaders.
It a heavy responsibility & the success of the management together with leadership demand high level of Honest,& Integrated approach keeping in the mind the welfare of the organization & also for the employees .

A excellent leader takes the guide. A excellent leader has personality, bravery, obvious hallucination with goal to succeed. A excellent leader supports the team to carry out to their most favorable all the time and drives directorial success.
What we all say are fine and good, but it is not happening though unfortunately. Leaders are not displaying good examples and some do not care about this at all. Why is this the case?
