I am no expert on this, but your research hypothesis (fundamental question) may be something about rainfall and flow extremes are likely to be magnfied and become more frequent for a specific area due to climate change, land use, etc., then present or discuss how you intend to go about analyzing the question in your literature review, assumptions, data collection and analysis.  Perhaps you will review various existing climate and sea level models pertaining to your analysis area, make projections on land use change and how they will likely impact streamflow including floods, droughts, water quality, channel morphological adjustments, etc.  If you are interested in dams, address benefits, costs, associated water balance and channel adjustments, and impacts of failure.  You might try to present past reference land use condition such as before settlement or development (such as forest or grassland), current condition and some point in near future as 50-100 years from now, and associated impact to water resources.  Pick your question wisely (it is yours to pick), something you are interested in that you will be excited about within the functional framework allowed.  You might pick example hydrologic unit(s) of interest, perhaps with local interest, recognizing the complexity magnifies with size.

You have to be knowledgeable and interested enough about subject area to develop this, be able to sell it as a worthwhile endeavor and show you have interest.  So you may have some homework and thinking to do before you get this finished.

The Global amount of water is a pretty fixed quantity. The vast majority of the water supply is salt water and not currently accessible for agricultural use. Human activity is also degrading our fresh water supplies dangerously. Of the human use of fresh water 80% is used for irrigation. Since the human population and industrial activity is growing it seems that agriculture use of water will come under scrutiny. In most irrigation systems the losses of water are great so the use of drip irrigation will become an ever increasing priority. In terms of getting more for water buck we might want to think about the land use to take more advantage of natural rainfall. In that regard the capacity to capture and recycle the limited amount of rainfall is a function of soil organic matter content. Virgin soils had in excess of 5% soil organic matter and were about to absorb over 200 kg of water for every 100 kg of dry soil. Much of our agriculture practices have degraded our soil organic matter so many cultivated soils now have just 1% soil organic having lost over half of the original supply. In the impoverished soil state the same 100 kg of dry soil can retain and recycle less than 30 kg of water contributing to poor performance of cropping under rainfed agriculture and making it more difficult to get results even with irrigation. The reconsituted soils for lost soil organic matter will allow better water future and also counteracts global climate changes related to increased greenhouse gas contents. The combination of a focus on soil sequestration and development of emission controls can change our climate drivers and mitigate many of potential challenges from our agricultural and industrial systems and their unintended consequences from atmospheric alteration. The idea of totally eliminating excess emissions to mitigate climate change is not doable but the focus on sequestration and combining that with renewable clean energy and sequestration in the regenerated land resources is entirely feasible.
