I am going to submit the abstract of my research project for a conference. What is the general procedure of the payment? Am I obliged to pay for the submission of my abstract even if it is rejected? Additionally, how would I know whether a conference is of good standing or not?

No - you should not be obligated to pay up-front unless it is a 'predatory' conference and then you should avoid it anyway. If it is an established and reputable conference and you want to attend anyway, even if your abstract is not accepted, then early payment often gives you a cheaper 'early bird' rate and also allows you to book flights, accommodation etc in advance - which can also be cheaper.
In terms of 'good standing or not' - the principles for 'rogue' conferences are the same for predatory journals. There are quite a few 'red flags' to look for i.e 'first conferences', poorly constructed website interface with poor English, no peer-review process for abstracts, unheard of locations, unheard of keynote speakers, no scientific committee, very broad scope (anyone can attend), not registered for citable conference proceedings etc.

The details for payment i.e. what you are paying for and amounts are clearly stated. Get acquainted with local conferences before venturing outside your country, Good conferences in your specialist area will be well publicized such that you may not be the only one attending. You can even get more information through your embassy.
