A democratic government must be aware of the importance of the individual in managing the state, respect his civil, intellectual and human rights, and draw future plans to ensure the existence of generations that respect the opinion of the other and reconcile with him.
To be honest, first of all I would ask for an update of the 1948's Declaration of Human Rights. The content of that text is superseded by the reality of the facts. That Declation is no more respected even by the most democratic States towards their own people. There is no need of a list of those States, just look at the events happening in the World.
We need a new Declaration that obliges all States to respect clearly the Rights of citizens,but also equality between the same States of the world, wether large or small.
A democratic Governmemt must protect the rights and dignity of all citizens.
A democratic government must obey the rule of law, and have equality and equity. It must have a distinct separation of powers and proper checks and balances to control government officials.
