How to clean the teflon tube which used for hydrothermal synthesis of MIL-101(Cr) MOF.

My recommendation would be to use an ultrasonic agitation with HCl or H2SO4. You could try aqua regia (HNO3 + 3 HCl).

You can try to use strong base solution like NaOH to clean the teflon tube after synthesis of MIL-101(Cr).
As it seems that you may be dealing with the PTFE vessel contamination by Cr(III) ― You may try cleaning with with dil. H2SO4 aq., preferably mixed with either EDTA, alkali or ammonium bisulfate (or persulfate), oxalic acid (or alkali oxalate), acetic acid (or either alkali or ammonium acetate): pH ≤ 2.2; ≤ 3 days; room temperature. Oxalic acid can substitute for sulfuric acid. Please note that complete cleaning can be difficult/impossible to achieve just by leaching out, owing to seemingly possible high-temperature diffusion of Cr(III) during the hydrothermal process.
