Clean Development Mechanisms for harnessing Solar Energy in developing countries (solar grid connection)

Developing/undeveloped countries are situated on the equatorial/tropical region, where there are no facilities for harnessing solar energy. How could those countries harness solar energy for development while preventing pollution which is responsible for global climate change?
