Your topic seems very interesting but broad. In the US, everything is organized: there is a group for everything and data swarms you.  In Latin America, there is no data, yet there is a lot of NGO activity, both pro and against gov'ts, in favor of ecology, single mothers, medical care for the poor.  

I would recommend taking one of these axes for citizen involvement: Political, Cultural, Social/Assistance, Educational, Sports - probably many others .  Citizen's behavior varies in expression by the culture and organizations of the country, intensity of involvement may also vary as Maslow indicated...social organizations get trumped by having to eat and find money...

My main contention is that is citizenship behavior concept applicable to residents of a society? In its essence organizational citizenship behavior is discretionary acts of employees to help others without any formal obligation of organization. If same acts of virtues are conducted by members of a society can it be termed as "citizenship behavior"? Or are we bounded by our social values and civic duties to help other members of society? So in organization same behavior can be "citizenship behavior" but same disposition is termed as a "civic duty" or "social responsibility" in larger context society.

Your question is regarding country / town oriented citizenship behavior and not organizational specific. There must be some characteristic commonality in linkage of behavioral aspects of society. Organizational entities are small communities bound together by structure, purpose, objectives and defined by membership. Thus organization citizenship behavior could be interpreted by defining the organizational purpose and characteristics. It is easier to find commonality in a homogeneous society of residents, bound together by religion, language, culture etc. The pluralistic society of residents, could be bound by:  fellowship( concern for fellow human being ), Social responsibility, concern for ecology & environment, and duty &  loyalty to the place / country of residence. The behavioral strength of common bondage of residents could be interpreted as citizenship behavior.  

Dont forget to discuss voter ID issues, the extent that the current system of voter registration, and therefore citizenship behavior is either enhanced or frustrated by laws designed to curtail voter participation by poor, disabled and ethnic/miinorities.  Also, to what extent do US laws, or other countries, rob inmates of their right to vote.  In short, do government systems do everything in their power to insure that all citizens vote.  The Oregon case is interesting, if you are a resident there and you pay taxes, you are on the roles.  Is this a good or bad idea with respect to your proposition?

A citizen is a member of a political community who enjoys the rights and assumes the duties of membership. A strong civic identity can itself motivate citizens to participate actively in their society's political life. Unitary model defines citizenship primarily as a legal status through which an identical set of civil, political and social rights are accorded to all members of the polity. Model of differentiated citizenship has generated its own share of criticisms and queries, particularly with regards to the overall effects of its implementation.

Your topic is good.Becoming a citizenship herewith need to accept contextual  rules of that community.If you have found the scales than it is nice. Social,political,economical,historical etc. context always affects on our citizenship belies.I think,we can modify scales with the references of available scales.And citizenship area s are related to our social as well as political behaviour. Hence, i would like to tell you that we need to measure a citizenship behaviour with reference to community.

One other comment, the older Middletown studies of the Lynds looked at citizen behavhor and concluded that they were divided by class and race and occupational status.  Its too old but still maybe a good reference to see how you would do it differently 80 years later.
